How can I create an error after my procedure returns 0 rows? I have the procedure in a process flow and would like the process to stop when no rows are returned from the procedure.

You can query the value of two internal variables for the results of your code.
TABLE FILE CAR
PRINT CAR 
WHERE COUNTRY EQ 'RUSSIA';
END
-TYPE &RECORDS &LINES
-IF &RECORDS EQ 0 THEN......et cetera...


Alternatively you can change your code to say:
ON TABLE SET EMPTYREPORT OFF
