I have few PDF and Excel files on the WebFOCUS server(\ibi\XXX folder) which I want to open using a URL in WF. I've created a HTML file with the line below. But it doesn't seems to work. Any ideas?

content="1; URL=file://\\SERVERNAME\ibi\XXX\FILENAME.pdf">

You could try a small FEX like

FILEDEF RTNFILE DISK &File
SET HTMLFORMTYPE = &Type
-HTMLFORM RTNFILE

Where &File is the File location and name
Where &Type is the file type (PDF|CSV|XLS|HTML|etc)

It shows different error "Can't create item object based on provided item key RTNFILE.htm."

If you have NFS, add an alias to your web server that points to the disk location where the files are stored.

I have done this with Excel files by changing the location, but changing the src attribute of an Iframe might be possible.

Thank you to all who replied. I was able to fix it by saving files into ibi_html folder on the server.

Not necessarily the best solution, but i've done the same thing before in a pinch.

Just keep in mind that you will have to keep track of the files, and be aware that if you upgrade, you will have an extra step to configure if your IBI_HTML location changes
