When I call the &DATE system variable it returns todays date for the last century, ie 06/15/1904 instead of 2004. I looked at our os/servers and they are set for the correct date. Is there a setting somewhere in the IBI config files to tell WF to use the correct century?

Try using &DATEMDYY

Or &MDYY, &YYMD, &DMYY or &DATEfmt (where fmt can be can be any combination of YY, M and D).
