Is there a way to turn 0 labels off on stacked percentage graphs? I've added the setZeroValueDataTextDisplay(true); but the 0% still exists.

If your data is already summarized at the proper level, add
WHERE GDATA1.GDATA1.TOTALEARNED NE 0;
to your code.

Otherwise you'll probably have to do something like:
SUM COMPUTE TOTALEARNED /P11.2C = GDATA1.GDATA1.TOTALEARNED;
BY GDATA1.GDATA1.DATE_YY_DESC
ACROSS GDATA1.GDATA1.DATE_MT
WHERE TOTAL GDATA1.GDATA1.TOTALEARNED NE 0;

Problem being they would still want a month to show if there was no data. This maybe wasn't the best example but in the actual graph the months would be replaced by stages (learn, define, assess, buy, post_buy). The stacked bar would show dollar percentages for past due and on time. If there was no dollar amount for either the label would still show.

What you may do it's to convert your SUM field into a text one and when it's 0 change it to blank:
SUM COMPUTE TOTALP /P11.2C = GDATA1.GDATA1.TOTALEARNED; NOPRNT
SUM COMPUTE TOTALX /A15 = IF TOTALP EQ 0 THEN '' ELSE FPRINT(TOTALP,'P11.2C','A15');
