Sorry to say that companies like this have made WebFOCUS like any other tool in the market with loads of offshore resources, there by decreasing opportunities for people over here and reducing the pay rates. Till 2010, pay rates are very good but now rates have come down to as low as $40/hr..

It's not always the case. Still people are getting good rates and not all the companies wanted to go for offshore. It is just an option we are providing if they want to use. Like any other tool you will always find an offshore support for WebFocus too. There are plenty of them in the market that you and me are not aware of.
