Our parameter: We have some measures with no target but only with benchmark, the target field are the value 0. For this kind of measures the Theshold/flex type is in percent and the target default field in PMF is Target.
Strategy map behavior: When we look at objective that contains this kind of measures (with no target) the objective is red and when we clic in “show measure” the measure is green ? We are expected a green objective too or red measure...
Questions: How to you determine the color of an objective and the color of a perspective in the strategy map? Is the goal of the “show measure report “ to explain the color of the clicked objective, isn’t it ?
Strategy Map uses PMF's "Default Target" to determine *which* target PMF will use by default - and which strategy map will use - to calculate Percent Reached. The setting is in:
Manage tab > Settings > System.
This is a global setting.
If you don't want this to be globally determine and are customization-minded, you could try to change it contextually using a setting override in the security exit for PMF with a little code. The amper is &DEFAULT_TARGET_FIELD and it can be set to T,B,S, or F (Target/Benchmark/Stretch/Forecast). For example, you might want to change it for a particular Scorecard (&SCORECARD_ID).
In future PMF, we could consider making this a Scorecard level setting if there's demand for that.

Did you weight all the Measures within your PNB Objective? If the PNB Measure is the only Measure in that Objective, then PNB Measure should be weighted 100% within the PNB Objective.
The anomalous behavior you are seeing is due to some subtle differences in the way we calculate red-yellow-green on the Measure level vs. the Objective level. This only happens on ascending Measures when both the Actual and Target values are 0, so it's a pretty obscure situation.
We may address this in the next release of PMF, but it the meanwhile, my suggestion is to simply set the Target to some large value GT 0. Then both the Measure and Objective will show Red.
Is not "only happening on ascending Measures when both the Actual and Target values are 0" because in the picture above the measure are OF COURSE actual values and benchmarks, else why are we putting a measure in the tools... Only the target value is zero.
There are some issues with the strategy map, but fixing a target with a value GT 0 is not a workaround, because: -First of all, if we change the target we have to change it at the lower level. A measure like PNB represents more than 200 thousand rows per month. So if we put “1” instead of “0”, at the top level the target will be 1 * 200 000 ! So the target “200 000” is totally wrong and don’t mean anything.
-We are around 3 millions rows per months and about 40 measures without target (only with a benchmark) we are already 12 months loaded. So we cannot imagine recalculate and reload all this measure only because is missing a “IF” in a fex so the color red instead of green.
Can you tell when the next release is scheduled ?

Maybe I am not understanding your situation. In the original post you said:

If there is no Target at all, then it should be irrelevant what the value is since you are not using it. In other words, any value - even 0 - is totally wrong and meaningless.
That said - you do not have to re-load your Measures. You can switch this to a Fixed Target on the Measure Panel. Make sure to un-check Benchmark (since you are using Benchmark). If you are using Forecast and/or Stretch Target, make sure to uncheck those as well. Try experimenting with different Target values - you may prefer to use a very low value - 0.01. You can easily switch back and forth from the Measures Panel to the report and re-run the report.

Last question :
How do you determine the color of the perspective in a strategy map ? One objective is red so the perspective is red ? We didn’t find this information in the documentation. Just to be sure.
At a high level the color of a perspective is calculated based on a combination of two separate weightings.
Objectives within a Perspective If you open up the scorecard form and click “Adjust Objective Weights” you will see where these weightings are setup. You will notice each perspective is broken out by a prefixed character (ie. F – for Financial, C – for Customer, etc)
Measures within an Objective Each Objective can be supported by many measures. This can be found on the objectives form if you click on “Adjust Measure Weights” tab.
This calculation then weights the percent reached on each supporting measure to come up with an aggregate percent reached value for the perspective. An aggregate threshold and flex from each measure are also weighted and used to calculate the actual color shown.
The color of perspectives shown on the strategy map are calculated the same as elsewhere in PMF such as stoplight, scorecard overview, etc reports.
