This is most likely an issue in UNIX. To resolve edit the en_pmfcommon.fex in /pmflang:

-SET &RPT_BACK = '< < Back' ;

Yes, it's probably the server code page doesn't like the double chevron character. We'll replace it in the code base, rather than requiring customers to tweak the code page. :-)
