I need to understand how the % to target is calculated. I have a measure where desc. is better. It is set to calc % reached on a basis value of 100.00. The acutal is 10, the target was 75 and the % to target is 360.3%.
Other posts have indicated this is [Target -(Actual - Target)] / Target but this doesn't work.

The answer depends on the various measure settings that you have setup along with the PMF release. I'll answer this under the assumption that you are at least on PMF 521 and are using an Additive Aggregation Method with Descending.
If you configure the measure using BASIS as you state, then the following calculation is used.
