When scheduling an alert, the alert wizard prompts the user to fill out an "email" subject line thus, leading the user to believe that once the simple alert criteria is met the alert will be sent to the user's Lotus Notes/Outlook mailbox. 1) Is this true? 2) If no, can it be configured to send to a user's outside mailbox? 3) If no, it can't be configured, can the term "email" be removed as it's misleading. 4) If a content page is selected, rather than a simple alert, will the report show up in the users outside mailbox? I assume this is correct as it aligns with the schedule report functionality.

By default, the alert is destined to the email address as configured for the logged in user, and it comes from their PMF Owner authorization record. When any user is originally sync'd to PMF from MR/CUS, the user sync tool grabs this email address from whatever email address is configured on their MR/CUS ID. If no address is configured in MR/CUS, when they are sync'd to PMF, it has to be entered.
This TO: email address doesn't have to be an address in your enterprise's email domain; it can be any valid email address they choose.
At any time, any user can edit their TO: email address in the PMF Owner record from their individual preferences pop-up in PMF, available directly from the PMF Today, Analytics, Author, or Strategy tab. Just click the little Preferences button to edit the email address, click Save, and it will be updated.
If for example, you have a user who is remote, and who wants alerts sent to their personal email instead of their corporate inbox, either they can specify this email address, or their administrator can, from their Owner record. The email address is set up centrally for security and accountability purposes. This is to protect your enterprise from unknown/unauthorized access to your enterprise data over email. We don't want to create a leak!
They user can't change an email address from the Alert Wizard (as it's centrally managed, again, for security purposes - it has to be reportable). The Alert Wizard however lets you *destine* the alert to either themselves, or to any other valid PMF user's email address - just pick the user name from the list. That user can also be receiving the alerts on their personal email inbox, and they can configure this for themselves.
And note: If there are security concerns about outside email addresses, the email address configured is reportable data, stored in the PMF Data Mart, and the admin can run a report from Analytics > Administration to show the Owners and their email addresses.

I’m interpreting your response to say yes, once the alert fires, the user will not only be notified via the PMF alert gadget, but also an email notification will be made available via the users’ corporate/personal mailbox, based on configuration. Therefore, the user will not need to be logged into PMF to actually receive the fired alert notification. Is this a true statement?

You were asking if alerts sent emails? That's all? Your question seemed more complicated for some reason.
Yes. The main purpose of alerts is email. You get email in your email program or app or whatever, not in PMF. That means the alert goes there, to your email. A copy is also kept and displayed in PMF because, well, people delete their emails.
