You can't create a measure without an objective link and have it be a member of a scorecard. And scorecards are the way to publish measures to users. If you have a measure unlinked to any objectives on any scorecards, it's essentially completely invisible in the system - only admins will see it. It will not show up on any reports. So linking a measure to an objective brings it into the light.
However you can do this which gives you exactly what you want without creating a shadow world of dark, semi-existant measures.
Create an objective called "unassigned" or something similar for your scorecard. Do not place it on the strategy map. If it is not placed on the strategy map, it will have no weight in the strategy level of the scorecard and won't influence the strategy and/or any objectives you've already weighted.
Link all your unassigned measures to that "unassigned" objective. You can report on them at will in any measures-level report but it will not show up at the strategic level.
