In Newer Version of WebFOCUS The value of an all option is FOC_NONE. When ever a variable is SET to FOC_NONE the entire statement that the variable is part of is thrown out and not used. example:
&COUNTRY = ENGLAND
&CAR = FOC_NONE
This entire where is thrown out
WHERE COUNTRY EQ &COUNTRY AND CAR EQ &CAR;
In this example only CAR is thown out
WHERE COUNTRY EQ &COUNTRY
WHERE CAR EQ &CAR;
They are also thrown out in headings and maybe other places.

This is very good and useful if you have a structured ad-hoc and put the & variables in HEADINGS, FOOTINGS, SUBFOOTS.
