But adding the filter seems to have no effect on the results.

The filters described in the link are created so your users can drag and drop them into their reports instead of creating them from scratch. They don't automatically filter the data just because they're present in the master. In order to always filter the data with a specific condition, you can create a Reporting Object which will enforce the filter when users create reports with it.
