Is there a way to have an access list be public? If my coworker creates an access list, can she make it public or at least grant me access to see it rather than having me create an identical one on my side?

This will take you to the Report Caster console. On the console, you will have various links: My Schedules, Distribution Lists, ACCESS LIST, and others.
Click ACCESS LIST. Here you can create new lists. When you do, you decide who has access to the lists by choosing groups, and then users from within the groups.
Will, I received your private message and the screen shots. Now I have a better understanding of what you're trying to do.
Basically, this is the story:
Distribution Lists: Admins or users can create them and they can be made public or private.
Access Lists: Admins or users can create them, but they are only viewable by the creator. Here is an excerpt from the Report Caster Developer and Administrator manual:
An Access List is similar to a Distribution List. Access Lists define the users and groups that are allowed to view the output of specified schedules distributed to the Report Library. Once the Access List is created, it can be used as often as needed. Each Access List is created as a private list that is known only by ReportCaster Administrators and the user who created it.
I think that you should open a case with IBI as an NFR (New Feature Request) for this capability.
