Best practice is two separate machines identically configured for Dev and Prod. Contact your account exec regarding the IBI half of the equation.
There are third party tools that combine CM and Deployment simultaneously, but WebFOCUS has the concept of Deployment (at the application level . . . this is version 7 I'm talking about, don't know 8 well enough yet) that can send identical software to multiple machines.

John is right, best way is to have identical servers and you can use MRE Change Utility Tool for copying data from one server to another or if you are developing in projects then you can use Project Deployment Method. Hope this can help you out.
