Reporting Report is not a report. You can build a reporting object with predefined conditions or views and give it to a user to create their own reports.
Standard report is any report that user can execute on a click.

A reporting object CAN also be a standard report. The reporting object tool gives more flexibility that standalone HTMLRA or InfoAssist - without going to the build anything tool of devstudio (or working in straight source).
But the concept of a Reporting Object was to do the more complicated setup work for a slew of reports so the end users do not have to. For example, you can build JOINS, and FILEDEFS, and have non-removable WHERE clauses in a reporting object. And then let users customize the report by picking measures and sorts as they need in the end user tools (InfoAssist or HTMLRA).
