I need to be able to save a file in text format with no delimiters with WebFOCUS. Each field needs to be a specific type and length and the file will have a header and footer. This is to be an EDI transmission.

Yup - that's still the ticket (after all these years.) Make sure you have the fields defined to the correct length (and number to the correct format and precision. In the end, the type is irrelevant because it's a flat file. Just get them in the correct order.
