I would like to pass the axis min and max via parameters and also I would like to if possible keep the java graph settings in a stylesheet so as a follow up do you know of anyway of passing parameters to stylesheets?

I don't use stylesheets so am not sure about that, but what I would do would be to store the graph settings in a separate fex and then include them in your graph.
-INCLUDE inc_graph_stylesheet
This way you can pass whatever parameters you need at run time, and use the style code in muliple graphs.
