I have over 800 new users that are required to be added to the WebFOCUS user secutity. I know that there are existing applications (Java, VB) that can do this, But I am unable to find them now.

Can someone send me in the correct direction?

You have to be licensed for the WebFOCUS Web Services Enablement option.
This can give you the ability to add users from .NET or Java.
If you also license the Web Services Adapter, you can update security via a WebFOCUS Report.
