i don't think the report library is available for self-service apps. It is an MRE-based application. A specific user must be given authority to use the report library or distributed there via report Caster. Maybe someone else can shed a different light.

1. Yes, we have a JAVA/WebSpHERE based application that uses the RC APIs to schedule reports and deliver the output into the report library. (Please don't ask me for specifics...I am NOT a JAVA programmer). We slso retrieve reports from the library to the same app.
2. Sharing report output between 2 different users is not something we do. (We do allow sharing of report parameters, but we write those parameters to a Database).
3. I'm not sure there is a SIMPLE implementation of this, but it is possible as we are doing it.
