i know there have been similar posts for a bulk user load into MRE. But i can not use the web service. I have to load about 400 users into MRE with the same profile and the same domain, we use a SQL Server 2005 for our repository. Has anybody done this with WEBFOCUS Code before?? I will get the ID,s Names in an excel Sheet.

I strongly suggest against doing direct database inserts due to the unpredictable manor in which it can impact your environment if you don't do it properly. I've seen intermittent problems go on for over half a year that were difficult to isolate, that eventually came down to compounded issues created by direct database inserts.
With that said, if you HAVE to do it this way, if you stick to the SQL queries IBI uses you're less likely to get yourself into trouble. You still have questions about NULL vs. blank, etc, which seem inconsequential but can impact the way the software performs.
I'd suggest that in addition to using the SQL statements from IBI, you also create a test user from the admin GUI and verify that after using your SQL inserts the bulk load users are identical to the manually created user. Specifically look for fields that are null vs blank.
