hi All; i am just beginner with WF i developed the application that need start-up page that required user name and password [log in page]; i maintain one From ASPX page that maintain verification of user ID [already stored in DB]. and linked to Html page that contain WF report [if verification process passed] via URL and parameter;

If WF is running in servlet mode, you can also look into protecting the context (/ibi_apps) via the servlet container using JNDI. This allows you to define a table with a list of userid to verify all requests against. The first time a user tries to access a resource in the context, it will prompt them for a user/pass.
