Is there a way to pass the values of parameters to a -INCLUDE like for an EX (as opposed to having to set them first and then calling the -INCLUDE)?

When you are using -INCLUDE, there is no "passing" of parameters. The -INCLUDEd code becomes part of the main code stream and any parameters that are previously used are still available. That is the whole purpose of using a -INCLUDE. If you want to use a piece of code standalone (which seems to be your question), the EX (or EXEC) command is used for this purpose.
