Interesting thought. I am pretty confident that you can control the content in the panel by security, but I don't think there is security on the panel itself to display.
I think I asked that question at one point in an early version of 8.
Yep, I've told my colleagues we can, by design, control panel content, based upon a condition.
My first inclination is for variable content, and constant panels, but am trying to be neutral, and get sense of what they need and what is possible. :-)
