You didn't mention the type of data source and maybe some relational engines have a way to do this on the WHERE clause.
But the only thing I can think of is, in a DEFINE, doing an RJUST then an EDIT to get the first n characters greater than 11. Then test that for not equal to spaces.
Seems to me there exists a user written subroutine that does the length of a string, but I can't recall and am at home so no manual close. Would have to do a define though anyway, hopefully you have other selection criteria as defines and selections on defined fields add overhead.
