We need to attach files to E-mails we send with Maintain Web Links. Is this possible to do without using ReportCaster (we don't have ReportCaster). If so, how is it done?

you need to use a command line mail utility similar to you find on unix

take a look at http://www.jjundi.com/index.php?option=com_content&task=view&id=1&Itemid=1

It's freeware and will do what you require
