You're trying to put a string of 'NO DATE' into a Decimal. That's not going to work. Change the format to A20 and convert DIFF_DAYS99 to an Alpha using FTOA function.

You'll have to convert the DIFF_DAYS99 to an alpha so you can populate DIFF_DAYS999 with either 'NO DATE' or alpha version of DIFF_DAYS99. Look up the FUNCTION FTOA. You could also use EDIT(DIFF_DAYS99) but that'll fill it with 0's. So, 99 will look like 000099 which isn't what you'd want to show.
DEFINE FILE CAR
DIFF_MSG/A20=IF RCOST LT 7000 THEN 'LESS THAN 7000' ELSE FTOA(RCOST, '(D7)', 'A20');
END
TABLE FILE CAR
PRINT DIFF_MSG
BY COUNTRY
BY CAR
BY MODEL
END
