We have a public portal (dashboard) with filters built in. Is there a way for all users to be able to access certain filtered data within the portal and have those filters be their defaults so every time they open the portal their filters appear initially?

I'm sure it can be done... You may need to speak with your IB Account / Tech Rep for the specifics, based on your site specific security settings...
