Because of misplaced quote marks the code ON TABLE SET PAGE-NUM NOPAGE appears as part of the answer set.
Second, you need to put
ON COUNTRY SUBHEAD

Possibly you intended this, but didn't put your code between CODE and /CODE (both within square brackets) so it got mangled.

Do you want each country on a different page? If so, you should put the COUNTRY field in the HEADING and not the SUBHEAD in order to have the value of COUNTRY above the titles for CAR MODEL and DEALER-COST.
