The original implementation had an eight-bit unsigned binary number to hold the length, and allowed the content length to be up to 256. Since there were only 256 possible length values, the minimum was 1.
The limit was since raised (32k now?), but the behavior of treating ='' as =' ' remains for backward compatibility.

(Actually, || doesn't eliminate the trailing blanks on the left operand, it just pushes them to the tail end of the resulting string -- which is good enough for your purposes).
