For multiple or compound conditions you need to set up dummy column in a DEFINE setting a flag.
You then apply the condition based on the flag column which you use as a NOPRINT column in your report.

DEFINE FILE CAR
FLAG/A1=IF COUNTRY EQ 'ENGLAND' OR 'JAPAN' THEN 'Y' ELSE 'N';
END
TABLE FILE CAR
PRINT
MODEL
FLAG NOPRINT
BY COUNTRY
ON TABLE NOTOTAL
ON TABLE PCHOLD FORMAT HTML
ON TABLE SET HTMLCSS ON
ON TABLE SET STYLE *
UNITS=IN,
SQUEEZE=ON,
ORIENTATION=PORTRAIT,
$

TYPE=DATA,
COLUMN=N1,
STYLE=BOLD+ITALIC,
WHEN= FLAG EQ 'Y',
$
ENDSTYLE
END
