There are many topics covering this already. You have to remember that, for HTML output, the file has to be available via a fully formed URL. So right click, view properties and identify to yourself why the image is not available.
Also perform a search against the forum using the search link top right. Try searching on something like "display image".

When you "run the HTML from MRE" are you on a development server? If so, you not only have to make sure the image is on your production server, but change the path to point to it.

You can put a "fully formed url" into your stylesheet or you can define an image on the server and reference it. If he is doing the define (as below) the image needs to be on the same server and the developer may need to adjust the path.
DEFINE MYFILE
LOGO/A200='<IMG SRC="/ibi_html/images/xxlogo.jpg" height="100" width="400">';
END
TABLE MYFILE
HEADING
"<LOGO"
END
VERSUS
TYPE=HEADING,IMAGE=http://webfocus.xx.com/ibi_html/images/xxlogo90.gif,
