Have you considered using the import facility to upload the file to your WF environment. It automatically creates the master. It is available under the Master virtual directory.
You can change the default setting fot IBIF_max_messages in the Client Console. Go to the Configurations-->General tab and change the value to whatever you want. A setting of 0 is unlimited.
I tested your code and it ran okay. All that was missing was "SET PCOMMA = ON". When working with COM formatted files you have to use "SET PCOMMA = ON". Also, make sure that your FILEDEFS are correct.
