Tom, For using Active Reports you need to get a license code from IBI. Just update that code in server webconsole and then you can develop active reports from Developer Studio only. The only difference would be instead of writing "ON TABLE SET ONLINE-FMT HTML" you need to write "ON TABLE SET ONLINE-FMT AHTML". And Active reports is available as an report output format from WebFOCUS 7 version 1.3 and higher only.
Active reports is automatically available with Dev Studio 7.1.3 or higher. You'll need a license when you try to run the FEX against a WebFOCUS (server based) environment.
If you choose the write the code instead of using the GUI make the output format AHTML
This is one of those functions that you can see automatically regardles of your license, so you think you can use it. But if you develop a report and try to run it in output format AHTML it tells you a license is required ($$$). Kind of annoying, I know. A lot of the functionality that Active Reports provides, (resorting columns, etc.) we have been coding ourselves for a few years now and (depending on the platform, I guess) we found the cost to be well worth the time savings in coding and resource savings (not having to re-run reports for minor changes to the report layout.)
