I have ministrator user logged in view builder. Adminstrator is member of Admin group and adming group have permission to all domains. But when I try to add report in a content block. I dont see all domains. I only see defaul domain. has anybody else expericed the same problem?

Your domains must be part of a group, whether Public Group or private (groups you set up). This is set up within managed reporting admin.

I was able to figure this out. Every domain that public user has access to will show up under the dashboard contents.

I created a group and added all required domains to the group and I added that group under public users profile and everything worked.
