Is there a limitation to the length of the URL that is created for a drill-down report in PDF or EXL2K?

The limitation is not in WebFOCUS, it's a browser limitation, Microsoft Support: Maximum URL length is 2,083 characters in Internet Explorer.

May I add that this limitation is no longer valid for IE 9+

Trick is that all drills are packed together in one 'url', so the combined code of all drills may not exceed 2083 characters.
