The Creating Reports With WebFOCUS Language manual covers "HEADING" and "SUBHEADING".

Leah's got it with one minor addition - ON TABLE SUBHEAD creates a REPORT HEADING which only appears once at the beginning of the report. ON TABLE SUBHEAD AND PAGE-BREAK puts it on its own page - kind of like a cover sheet for the report.
No too intuitive, I know.
