Two table fields a & b are totaled using report painter. There is a third field on each row that computes a/b. How can I compute
total(a) / total(b) on the total row?

If you have the total results in a hold file you can use the EXX in the master file description from the hold file. The compute using the EXX fieldname.

Fields that are used in calculating report columns but do not appear as report columns themselves cannot be displayed in the total row - you have to use SUBFOOT to display them.

So you got FIELDA FIELDB FIELDC on your report where COMPUTE FIELDC/format=FIELDA / FIELDB;
If you do ON TABLE RECOMPUTE or ON TABLE SUMMARIZE you automatically get that calculation on the total row - as Francis mentions, if all of those fields are displayed. If they are not all displayed, you'll need the SUBFOOT instead.
