FOCEXEC=victim_data.fex( \
STARTDATE=&STARTDATE.QUOTEDSTRING \
ENDDATE=&ENDDATE.QUOTEDSTRING \
WFFMT='EXL2K' \
RANDOM_FOR_DRILLDOWN=RANDOM_FOR_DRILLDOWN \
),

The only variables that you are passing in your drill down are the start date, end date, format, and random_for_drilldown. The drill down will not automatically continue to pass variables that were set in the previous report. You need to explicitly pass them in your focexec declaration. Something like

  VARIABLE1=&VARIABLE1.QUOTEDSTRING
