I am looking for Usage Reports by User (Dashboard and Reporting Objects) in Version 7702. Other than Resource Analyzer Reports.

Resource Analyzer provides both reports as well as data for those reports. So in case you need custom reports, then use the data stored by Resource Analyzer and then develop your own reports. Or else without using RA, you need to create process to collect the user usage data(either in DB or in FOCUS or in plain text files). Create reports based on the data that you HOLD.
One of the approaches that can be taken is to use _site_profile to track who is running which focexec and when. This information can be loaded into a table or FOCUS db at run time for all reports.
_site_profile is set up in the Administration Console and is a focexec (normally located in baseapp) that is automatically called immediately prior to the called focexec. Variables for the focexec and user can be gathered in this focexec.

If you're using Tomcat, you can write a class (in Java) that implements javax.servlet.http.Filter that logs requests to a file or database. That's what we use. That does require some Java programming and Tomcat configuration knowledge, but it's not that hard to do.
The benefit of the servlet approach is that it wraps the WFServlet call, so you can run some code before the WFServlet call and afterwards as well. For example, we use this to keep track of how long reports take to complete, data that we include in our usage statistics reports.
