TABLE FILE MSRSD11_PARAMETER
BY TOP 1 SRSD11_PROD_PROGRAM_C
ON TABLE SAVE AS PROGRAM FORMAT ALPHA
END

-SET &PROGRAM= '';
-RUN

-READ PROGRAM &PROGRAM.A10.
-TYPE &PROGRAM

-EXIT

RESULTS:
0 NUMBER OF RECORDS IN TABLE= 1 LINES= 1
-READ FORD_PROGRAM &FORD_PROGRAM.A10.
-TYPE 000004P822
000004P822

SRSD11_PROD_PROGRAM_C
is probably defined as a varchar such as A10V redefine it as a fix length.

Sample:
DEFINE FILE MSRSD11_PARAMETER
NEWFIELD /A10 = SRSD11_PROD_PROGRAM_C;
END
TABLE FILE MSRSD11_PARAMETER
BY TOP 1 NEWFIELD
ON TABLE SAVE AS PROGRAM FORMAT ALPHA
END

I would suggest using -READFILE which handles the varchar.
