Where are you trying to access the dashboard from? Through a web browser or through Dev Studios Icon. I get the same thing when using the Dev Studio Icon.
Of course I don't have an answer directly as I'm not an admin person.

i got the acces from web browser. and the issue appear only with web browser. i contact the global support from iBi and they advis me to change the path of java to enable WF to point to the correct one, because i have also another packages of java for Oracle client. they guide me to put the packages used by WF as first entry on the System path. and it is running fine.
