I have an across report and tabular report , enabled visual bar color as blue this works in across reports HTML format but does not work in tabular reports HTML format report. , but when making report format as PDF it shows RED bar for negative values for across report while I have made bar color as blue

Understood, but PDF have its own way to apply style sheet and styling so it's possible that you get in a "section" that react in a different way. (which it seems to be).
But you can easily unapplied the style sheet when in PDF by adding a simple test condition on the output format.
