I have the following code:

... IF TABLE.COUNTRY EQ ''COTE D'IVOIRE'' THEN 'AFRICA' ELSE ...

I use two single apostrophe (') instead of quotation marks (") and I get the error when attempting to define:
DEFINE| Please check for single quotes mismatch

How can I fix this?

Try this:

-SET &COUNTRY = 'COTE D' || '''' || 'IVOIRE';

... IF TABLE.COUNTRY EQ '&COUNTRY.EVAL' THEN 'AFRICA' ELSE ...

Those are 4 single apostrophes between the concatenation symbols.

As JBK has indicated two single quotes in a string are evaluated as a single one.

There fore you can test as follows.
... IF TABLE.COUNTRY EQ 'COTE D''IVOIRE' THEN 'AFRICA' ELSE ...

I decided to change the Country to a DECODE instead of using IF THEN ELSE to link it to a Region.

I put:
-SET &COUNTRY = 'COTE D' || '''' || 'IVOIRE';
.
.
.
DECODE USF_AA_ADDRESS.USF_AA_ADDRESS.COUNTRY(
.
.
.
COMOROS Africa
'COTE D' || '''' || 'IVOIRE' Africa
EGYPT Africa

However, Cote D'ivoire is showing up in a null Region instead of Africa.

How do I make it read the decode to file the country under "Africa"?

Does Cote D'Ivoire show up on your null list formatted exactly correctly? Is your input field formatted exactly the same? If they aren't, you will have a problem with the DECODE. Cote D'Ivoire is a kind of difficult case with the two words, intemediate apostrophe, etc.

You could try and simplify by saying something like:

COUNTRY = IF COUNTRY EQ 'COTE D' || '''' || 'IVOIRE' THEN 'COTEDIVOIRE' ELSE COUNTRY;

and then use COTEDIVOIRE in your decode.

The escape for a single quote is a single quote
