Is there a way / method in BIP (WebFOUCS 8) to integrate Navigation buttons (i.e., "tabs") with a banner? We are trying to either move the banner into/behind the navigation buttons or move the navigtation buttons up into the banner. Just want to somehow combine the two elements into one area.

I had the same issue. Not able to overlay a image over the banner. In DevComposer, we have "Send to back" or "Bring to Front" option. Is there any option available to do that in Portal Designer?

So you're accessing /ibi_apps/views.bip? and you're referring to the banner with the menu items and the WebFOCUS logo (as per an initial edit) with the tabbed panel below?
If this is to what you refer then within the designer, I am not sure that you can achieve what you want as the layout is fairly rigid.
You might be able to go into the actual files themselves to customise the layout but I wouldn't advise it unless you are really sure you know what you are doing - I am not sure your changes would be supported either.
