Can someone tell me where I can create new Managed Reporting IDs?

From this URL, you can click on the Managed Reporting Administration link.

Or you can log onto MRE as usual and click the 'little blue people' icon in the ribbon bar.

You must be and admin to do this.

I can add users now.

I have created a MR ID and i want to create schedules in report caster under this ID.
In spite of logging on to MRE with the new ID, report caster creates schedules under the admin ID itself. Can I change this?

That depends whether you have set a static execution ID in your RC configuration or not. I believe the other option is "User" which then allows for scheduling/execution by user name instead of everything by admin.
