We have several reports where the PDF output panels. I have tried various combinations of HEADPANEL, BYPANEL, ALIGN-BORDERS and few other off the wall ideas. HEADPANEL=ON and ALIGN-BORDERS=BODY will get the backcolor to stop at the edge of the report but then you get miscelaneous totals out in netherland. I have recreated the problem usingg GGsales code below. using a larger paper size is not posible since the actual reports already use size 'C'.

You may not want to do this; however, I made the following changes and the report is starting to look better:

Changed the RIGHT/LEFT margins to .25 from .75
Added paper orientation and size.
Also changed the Font size from 9 to 8.

You may just need to tweak the report/font size.

Shorten some columns (WRAP or SQUEEZE) etc.

P.S. Changed the Paper size to
PAGESIZE='11 x 17',
where now all the columns are on 1 page.

Thanks for the response Mary and yes I know that by changing to a larger papersize we can get the entire report on one page but we have several reports that still panel on SIZE'C' paper. I was hoping for a way to stop the shading at the end of the report and not continue to the edge of the second page or panel.

I think that is the nature of the beast ... I have run into that behavior of PDF also.
