Can someone please explain WHEN, WHY and HOW this default style sheet gets created?

It gets created during server installation. Available in the path /ibi/srv80/home/etc/endeflt.sty

All style details like color/font/legend/ will be based on setting in this stylesheet unless specifically mentioned in the report fex file.
