Embedding PHP into an HTMLFORM of a WebFOCUS fex file will not work because you are running inside the WebFOCUS agent engine outside of the PHP engine.
PHP can work with WebFOCUS, but it has to be the other way around. Write your PHP code and treat WebFOCUS like an external source of data to PHP. Basically you would execute WebFOCUS from within your PHP code and do whatever you needed with the results of the call. e.g., just pass on the formated result, process the result further with PHP, etc...
WebFOCUS can be treated as an external source of data from just about any programming language.
