Probably the easiest way is to manage it through user profiles. You can set a different path for different users (server user names, not MRE user names). That way each user's path (and thus the MFD's that user can see) can be modified.
Beyond that, you have to get into some custom system modifications. I've seen a few examples of this on the forum, so you may want to do a search on user profiles or custom edapath or something like that.

You might want to look at the section Applying Database Administrator Security in the manual "Describing Data with Graphical Tools" Publication number DN4500795.0307
I have not used this with WebFocus -- But on the mainframe I use to have masters with hundreds of DBA Id's it worked great
