translates to

SELECT  TOP 100 T1."Date", SUM(T1."Week") FROM
 EIDW.nbateman.Time T1 GROUP BY T1."Date" ORDER BY T1."Date";

So, SUM... BY... is the equivalent of GROUP BY... The only difference is that a ORDER BY is also generated.
